Ex-library with stamps of University of Baltimore library on title and endpapers, call number label on upper cover, remnants of glue from card pocket on lower free endpaper, joints rubbed, upper free endpaper absent, bookplate of Edwin Stanton Fickes on upper pastedown.

     In 1817, U.S. writer Henry Marie Brackenridge (1786-1871) was sent to South America to study political conditions. This pamphlet, which supports recognizing the independence of Spain and Portugal’s former colonies in South America, is a precursor of the Monroe Doctrine.
