Dated in type, August 9, 1847. In this circular, issued as U.S. forces resumed their advance on the capital from Puebla, Pacheco advises the Mexican people of the latest developments in Mexico City. He says that matters have been disastrous and various leaders are accused of having caused the present defenseless state of the city. He notes optimistically that Santa-Anna has control of the situation and will ably defend the city. All of that proved to be so much wasted enthusiasm, however, in light of subsequent events.
