First edition. Not in usual Mexican-American War sources.

A highly emotional address in which the signatories state that the country and the congress are in complete disarray, even in light of the threat to Veracruz, and cannot act to save the nation. At this point, the Polkos Revolt was in full stage, and the government was basically paralyzed. Stating that the country is in peril, they conclude: “Escitamos por esta declaracion al presidente interino de la República, General D. Antonio Lopez de Santa-Anna, pare que inmediatamente venga a encargarse del poder ejecutivo de la union.”
